Analysis of Apparatus Resource Development as an Effort to Improve Performance:A Study of Regional Office of the West Kutai Regency

Abstract

The purpose of this research is to describe, analyze aspects related to the method of developing apparatus resources in the KutaiKartanegara Regency Regional Secretariat and apparatus performance. This research uses descriptive research method with a qualitative approach. Data collection techniques using in-depth interviews, documentation, and observation. The results showed that the successful implementation of regional autonomy requires apparatus who have the ability, knowledge, and skills as well as behavioral attitudes. Development of apparatus resources must be done with a mechanism or stages so that the objectives of the apparatus and the organization as a whole can be achieved. The development of personnel resources is an important instrument in improving the performance of the apparatus. Implementation of apparatus resource development in the Regional Secretariat of the Regency of KutaiKartanegara in order to improve the performance of the apparatus using the On the Job method and the Off the Job method. Appraisal performance can be seen from aspects of the quantity of work, quality of work, timeliness, and knowledge of work, as well as objectives.
